Position Overview
The role is responsible for managing end-to-end billing, quantity surveying, and cost control functions for interior and MEP projects. The position ensures accurate preparation and verification of client and contractor bills, along with timely invoicing and collections. It involves detailed quantity take-offs, BOQ preparation, and evaluation of variations to support effective project execution.
Roles and Responsibilities
1. Billing & Payment Management
- Prepare and verify client bills, contractor bills, and sub-contractor running and final bills
- Ensure accurate measurement and certification of work executed (Interior & MEP)
- Track billing progress and ensure timely invoicing and collections
- Reconcile quantities and resolve discrepancies in billing
2. Quantity Surveying (QS)
- Prepare detailed BOQs (Bill of Quantities) based on design drawings and specifications
- Conduct BOQ analysis and validate quantities as per issued drawings
- Perform quantity take-offs for Interior and MEP works
- Evaluate variations, extra items, and change orders
3. Costing & Budgeting
- Prepare project budgets and cost estimates for Interior and MEP scopes
- Conduct rate analysis for new and non-BOQ items
- Monitor and control project costs against approved budgets
- Provide cost forecasts and highlight potential overruns
4. Cost Control & Monitoring
- Track project expenditures and maintain cost reports
- Analyze deviations between planned vs actual costs
- Implement cost control measures to optimize project profitability
- Maintain proper documentation for audit and financial tracking
5. Contract & Commercial Management
- Review contract terms related to billing and payments
- Assist in contract administration and claims management
- Handle variations, escalation claims, and contractual correspondences
6. Coordination & Reporting
- Coordinate with design, site, and procurement teams for quantity verification
- Liaise with consultants, contractors, and vendors on billing and cost matters
- Prepare periodic MIS reports on billing, cost status, and budget utilization
Qualifications
- Bachelor’s degree in civil engineering / quantity surveying or related field
- 8–12 years of experience, with significant exposure to 5-star hotel projects
- Proven experience specifically in Billing & QS (not mixed roles) - Strong experience in Interior and MEP works
Required Skills
- Strong knowledge of BOQ preparation, cost estimation, and rate analysis
- Expertise in budgeting, cost control, and expenditure tracking
- Ability to perform BOQ analysis as per design drawings
- Proficiency in MS Excel and quantity surveying tools/software
- Strong analytical and negotiation skills
- Good communication and stakeholder management abilities
